Joe was born on January 10, 1965 in St. Paul, MN, the son of Richard and Carolyn (Weaver) Garner. He grew up in Wyoming, MN and graduated from Forrest Lake High School in 1985. At the age of 16, Joe began a Plumbing Apprenticeship under his uncle, which was the start to a career as a Journeyman Plumber in the Wyoming, MN area. In 1990 Joe followed the housing boom to Las Vegas, NV where he installed the plumbing on an average of 300 apartments and houses a month. Joe moved to Hudson, WI in 1995, and has been employed by Nor-Lake, Inc. for the last 14 years.

Joe enjoyed spending time and teaching friends how to shoot at Bill’s Gun Shop and Range in Hudson. He took long rides on his Harley Davidson Road King motorcycle throughout the St. Croix Valley, and was always washing and waxing his pristine 2003 Volkswagen New Beetle Turbo S. He was a movie buff and enjoyed watching every frame of each movie being viewed. Joe loved to experience new and diverse cultures, often helping to change and shape his views on life. He was proud of his sobriety during the last 15 years.
